Essentially the interface is producing a file that matches the file specification (fields needed, length of those fields, order of these fields) required by your payroll provider. Some payroll providers allow a lot of data to be sent, while others are more limited. Usually this file is produced and sent electronically from the HR system to the payroll vendor, just before payroll is cut/processed. Depending on the HR system, interim files might be sent leading up to payroll (i.e. to add a new hire to the payroll system). When looking for an HR system, it’s important to know where you are headed with the payroll side, and whether a vendor with both HR & Payroll or an HR system that interfaces to the payroll provider of your choice is right for your organization.
